PNG Explores Opportunities to Participate in Global Carbon Markets Through Article 6.2 of the Paris Agreement

Port Moresby, Papua New Guinea, 11 April 2025 — Papua New Guinea (PNG), through the Climate Change and Development Authority (CCDA), is taking significant steps towards participating in international carbon markets under Article 6.2 of the Paris Agreement. A key component of this effort is the exploration of REDD+ carbon credit sales, including Advanced REDD+ Transactions (ART/TREES), through the LEAF Coalition’s Pathway 4, potentially in combination with transactions under Pathways 1, 2, and 3.

This approach would allow PNG to generate Internationally Transferred Mitigation Outcomes (ITMOs) under Article 6.2—contributing to global climate goals while supporting sustainable development at home.

To facilitate this participation, CCDA is convening a high-level collaborative workshop with key development partners to identify the steps PNG must take to meet Article 6.2 requirements. These include the establishment of clear institutional arrangements, meeting participation and transparency requirements, and aligning reporting with UNFCCC frameworks such as the Biennial Transparency Reports (BTRs) and the Centralized Accounting and Reporting Platform (CARP).

Ms. Debra Sungi, Managing Director of CCDA, emphasized the importance of this initiative:

“As a forest-rich country, PNG is in a unique position to contribute meaningfully to global climate action while benefiting from climate finance. However, to unlock these opportunities, we must ensure that we meet the international standards and reporting requirements under Article 6.2. This workshop is a critical step in that journey.”

“Through engagement with our partners and stakeholders, we aim to develop a clear roadmap for Article 6.2 readiness. This includes robust institutional coordination, improved technical capacity for emissions reporting, and a strong governance framework to ensure environmental integrity and benefit sharing for our people.”

Participation in carbon markets under Article 6.2 also supports PNG’s commitment to its Nationally Determined Contribution (NDC) and aligns with its broader sustainable development and climate resilience goals. By enhancing its understanding of Article 6.2 mechanisms, PNG joins a small but growing group of countries leading the way in innovative climate finance approaches.

Workshop outcomes will be used to guide further planning and decision-making by CCDA and its partners, with the goal of ensuring PNG is well-positioned to participate in future carbon transactions that meet both domestic and international expectations.
